Applicant Qualifications

Who can adopt?

The best candidates to become Adoptive Resource Parents are not “perfect” people living “perfect” lives; they are real people living lives filled with ups and downs, accomplishments and setbacks.  Additionally, they each have the desire to provide a safe, nurturing, loving home for a child.



  • Be an adult and a resident of Orange County.
  • Be in reasonably good health.
  • Have sufficiently appropriate room(s) to accommodate child(ren).
  • Be able to provide a suitable, safe, and stable environment.
  • Have sufficient income to meet their own expenses and financial obligations.
  • Submit to criminal records clearances, including the California Department of Justice and FBI Livescan (fingerprinting) and the Child Abuse Index Check.


  • Be of any sex, race, religion, color, political affiliation, national origin, and/or sexual orientation.
  • Be single or part of a couple.
  • Own or rent a home or apartment.
