Led by Orange County Public Works (OCPW), the San Juan Creek Levee Improvements is a vital  project to enhance flood protection and safety for neighboring communities in San Juan Capistrano and Dana Point.
Levee improvements will be made along a 1-mile segment of the San Juan Creek flood control channel. This stretch extends from between Stonehill Drive to the south and approximately Mariner Drive (west side of channel) in Dana Point and Alipaz Street (east side of channel) in San Juan Capistrano.

Project Update

The San Juan Creek Trail is expected to re-open in September 2018 as construction will be completed on the west side levee. Levee improvements on the east side of the San Juan Creek are expected to continue through mid-2019. For more information, click here

Project Schedule

Beginning in October 2017, construction will occur Monday through Friday from 7 a.m. to 6 p.m. on both sides of the channel, with occasional Saturday work. No work will occur on Sundays or holidays.
Significant efforts are being made to reduce area impacts and minimize disruptions during work periods. This includes specialized equipment with noise- and  vibration-reduction capabilities, regular watering to limit dust, and more.

Improvements are necessary to enhance an aging levee that helps safeguard residents, businesses and property from flood waters. The project involves installing steel sheet piles, columns and tension cables,  concrete block walls and support structures, new drainage systems and more. These elements will combine to stabilize and reinforce the levee for years to come. The total project cost is $33 million and is funded by the OC Flood Control District and a $5 million grant from the California Department of Water Resources.

What to Expect During Construction - Closure and Detour

  • Creekside Park to remain open; no access to San Juan Creek Trail
  • Work hours Monday- Friday, 7 a.m. to 6 p.m. [Occasional Saturdays, as needed]
  • Dust monitoring and mitigation
  • Noise from equipment
    • Equipment being used on this project is quieter than standard rigs

Off-peak morning and afternoon hauling to reduce impact to area motorists and pedestrians

  • Minimal number of trucks delivering/hauling - approximately two to four total trips per day when needed; entrance/exit points in residential areas include Alipaz Street and Avenida Aeropuerto


San Juan Creek Trail Segment Closure & Detour

  • To maximize safety and accelerate work, the San Juan Creek Trail will close on  both sides from mid-September 2017 until approximately June 2018. Bicyclists should follow the above detour. Pedestrians may use the adjacent Creekside Park walkway.

Project Equipment

Channel Improvements: Sheet Piles

Sheet piles are long structural sections with a vertical interlocking system that creates a continuous wall. Interlocked sheet piles form a wall that is water resistant and are commonly used for the construction of retaining walls and seawalls.
